"Even if they succeed with these two nations, the evil will crop up again sooner or later.

"While I feel considerable sympathy for the Siamese in this matter, and believe that they ought to be allowed to put on a licence duty on the retail of spirits, it appears to me absolutely necessary for them to conclude Conventions with each of the Treaty Powers before they can be permitted to do so.

"If they will only go straightforwardly to work, I think they will meet with but very little difficulty."
